Yes, Vivaldi is based on Chromium.

Also, (it’s UI isn’t open source.)[https://vivaldi.com/blog/technology/why-isnt-vivaldi-browser-open-source/]. Not much of an issue, given all popular browsers aren’t either (except Firefox).
